Léon Gloden at the SIDEX 2025 Conference in Singapore
At the invitation of the Singapore Civil Defence Force (SCDF), the Minister for Home Affairs, Léon Gloden, travelled to Singapore from 19 to 21 November 2025 to participate in the Singapore International Disaster & Emergency Management Expo (SIDEX 2025). This visit reflects the intention to strengthen international cooperation with Singapore in crisis management, civil protection and internal security.
This visit follows the State visit to Luxembourg in March 2025 by the President of the Republic of Singapore, Tharman Shanmugaratnam, organised on the occasion of the 50th anniversary of diplomatic relations between the two countries. During that visit, a memorandum of understanding (MoU) was signed between the Grand Ducal Fire and Rescue Corps (CGDIS) and the Singapore Civil Defence Force (SCDF), formalising a strategic partnership initiated in 2023 to strengthen bilateral cooperation in the field of emergency services.
During his working visit to Singapore, Minister Gloden met with several Singaporean authorities, including Muhammad Faishal Ibrahim, Acting Minister in charge of Muslim Affairs and Senior Minister of State for Home Affairs, as well as Goh Pei Ming, Minister of State for Home Affairs. Léon Gloden presented the main pillars of the national resilience strategy, along with the guide developed by his services to support municipalities in preparing their local resilience plans. On this matter, the minister emphasised that “developing a culture of resilience is not an option; it is an essential investment to protect our communities against the crises of tomorrow.” The Singaporean authorities also showed particular interest in the LU-Alert system, as they are planning the upcoming launch of a national public warning system.
The ministers also discussed challenges related to internal security, video surveillance and scam prevention, as well as the Whole-of-Government approach and the use of new technologies in the field of resilience.
Meetings with the Singapore Civil Defence Force (SCDF), the Singapore Police Force (SPF), the Civil Defence Academy (CDA), and Interpol provided opportunities to exchange expertise on emergency management, innovation in emergency and police services, and the application of new technologies in security, particularly in the fight against cybercrime and scams.
Through his participation in SIDEX 2025 and these exchanges, the Minister for Home Affairs reaffirmed Luxembourg’s commitment to developing active and lasting cooperation with its international partners in key areas of security and civil protection.
Finally, Léon Gloden expressed his support for the Luxembourg CGDIS delegation that took part in the SIDEX 2025 international challenge. Various events enabled teams from 20 countries to share techniques and experiences in order to further improve victim care in the event of accidents.
